It is good to remember that just because someone masters a very advanced technology, it doesn't mean that they can dominate lower-tech forms.
If you read about the Millenium Challenge (https://en.wikipedia.org/wiki/Millennium_Challenge_2002), you'll see that the far less "advanced" side was able to win almost immediately by using low-tech (motorcycle messengers to communicate, for example) methods.
For all we know, the aliens either don't care about the radio signals, aren't capable of reading them, or don't even know they exist/their purpose.
I'm not saying that I think the people of Earth stand a great chance against the aliens just because they've got radio communications, but I think it's perfectly probable that the radio broadcast is genuine.
The trap theory assumes that the aliens have mastered English well enough to lay such a trap. Consider that there are languages from previous cultures of humans that we humans have not been able to decipher!
There is also the possibility that the radio broadcast is genuine and that the aliens are watching from above going "I don't know what's so special about Houston, but they all seem to be flocking there!" and are allowing it to continue.
As an optimist I like to believe that the broadcast is genuine and that a resistance if forming.
