According to my research, even though France has some of the strictest drug laws compared to everyone else in Europe, they are the third highest consumption of cocaine on the continent. So people are making a ton of money dealing drugs, but they would still be frightened about being hauled off to prison. so its High Risk, but High Reward based on how many people are using cocaine in that country.
This link here shows European Drug laws in quick search method.

I just read there that: "Drug supply is punished by up to 10 years imprisonment. Leading or organising a criminal group trafficking drugs is punished by up to life imprisonment. Sale of drugs to a person for their use is punished by up to 5 years imprisonment. Penal Code, arts. 222-34 - 222-39."
Also changes have been made since 2010, France no longer cares about the quantity or even the type of drug. You can expect prison time and fines, and the only distinguishing factor is if you were using the drugs for yourself or you were selling them. And thats up to the prosecutors discretion on what they see and think.
Based on the quoted paragraph above, those children along with the adult dealers all could have faced LIFE in prison if the cops thought the five kilos from the broken vase belonged to them.
It makes way more sense now, understanding this, on why they all ran away as fast as they could.
