It is a hostess dannceclub.They are a hold over from the depressions where lonely men could go to a dance hall and rent a dance partner for a song. Normally it was a dime a dance.
It is also called Taxi dancing.
These halls were popular in all of the big cities and then fell out of favor as they border on the fine line between pandering and vice. There are still a few in LA but they mostly cater to non-whites; the lower end clubs are populated by male day laborers and the hostess are mostly latina.
The high-end clubs cater to wealthy Korean businessmen.
On A Friday or Saturday night the clubs are so crowded you can't tell the difference between difference between this club and a regular club as the dance floor is packed with people cutting a rug. The most attractive dancers will have a "waiting list" of men who want to talk/dance with them.
Lenny Bruce even starred in a movie about the halls called dance hall racket
