Why does Security = Conspiracy?

I have noticed on this show that when these guys go to all of these places like Area 51, AUTEC, or weapons proving grounds, whatever, they try to make it look like normal security is some sort of big cover up.

The problem is that a lot of these places they want to check out deal in military and defense, there is going to be security. The fact that the security people do their job is nothing evil, but they always make it out to be like the Men In Black swoop in and foil their attempts at finding the "truth". They act like some security person sitting in a truck guarding the perimeter is something insidious.

Tonight I see the episode where they go to AUTEC, a Coast Guard helicopter takes off from the place as they approach the front gate, and they automatically assume it is watching them. The thing flies off, it's not like it followed them around, but they were saying "he's definitely watching us", but he was so far away you couldn't even see if the pilot was looking at them or what. Then a police car drives by, passes them up completely and goes inside, and they think that is there for them too, and just leave assuming all of this was on their behalf. What a mixture of paranoia and delusions of grandeur that was. The whole thing was just dumb, why even launch a helicopter when they were within spitting distance of a guard gate.

Here's why Security = Conspiracy according to former Naval Intelligence officer Bill Cooper (RIP)

"The whole concept of hiding something behind a veil of National Security is a manipulation, it's false. When we have a nuclear arsenal that is as big as we have, and when the Russians have a nuclear arsenal as big as they have, there is no such thing as National Security. We can destroy the earth ourselves. If someone is foolish enough to attack us they're dead, probably the whole earth will be dead if we retaliate. The point is, is we have it, everybody knows we have it what is there to hide? Is there some other super secret weapon that we need to hide? How can anybody hurt us when we have this arsenal? The National Security act is being used to keep information from the United States citizens not to protect us from an enemy from without. There's no one who can hurt us when we have this, it just can not be done. If they attempt it, they're going to be destroyed, we're gonna be destroyed only mad men would do something like that. If they're gonna do it, they're going to do it and no national security act is going to protect us or shield us from it. They've got to open the file cabinets, they've got to let us see what the truth is." (Naval Intelligence Officer Bill Cooper)
