From my understanding, the intent was to get you shocked into believing Terry, by dumb luck and a bribe, gets away with murder.

Although Terry was able to flee the hotel, Julian's alibi would have been enough to investigate Terry as a suspect. Terry has the stronger motive (his gf cheated). The police would find Terry's finger prints in both rooms and on the murder weapon. We are also never shown how June died, only that by the time Julian has the gun it has no bullets. If there were never any bullets in the gun and June died by some other means, Terry's prints would be the only one on the weapon. If June was actually shot, there would be evidence on Terry's hands to show he recently shot the gun. There might even have been surveillance cameras in the hotel to aid Julian's alibi.

Well, of course the movie ends before any investigation begins. It also alludes to Terry escaping by framing Julian with a measily cell phone message and no reliable witness to Julian's story except the hotel associate (unfortunately bribed by Terry).

There was a huge lack of character development, little suspense, uninteresting events that conspired to Terry's escape, and a finale that wasn't adequate to be convincing.
