Do cities really have people that drive around like this giving people tickets for frivolous violations? I live in one of the wealthiest cities in the country and we don't have anything even approaching this. I would move if I ever found some guy in my front yard measuring my grass.

Yes they do,grass,trash,junk autos..etc.Plus he was the dog catcher

If you DO live in one of the wealthiest cities, rme, I suggest you allow your grass go for a month and see if you receive a visit from the city. Then you can call a moving company.
