shareSanford (the father) in the beginning is telling all his fancy friends, including the senator, how he will rebuild the Times Square area with legitimate businesses, classy entertainment, etc. He was instead running places that were the opposite, and I believe did have illegal activities like prostitution going on. It would've been a huge embarrassment to the family.
