What was in the Journal?

It just seemed like an accounting ledger to me. I get that his father was a slumlord, but what was illegal about it that the cops were swarming about there? When Katie mailed the book to Sen Moynihan's office, what was she trying to prove?

I think we just have to assume there is evidence of illegal activities in the ledger, but the friendly senator pulls the rug out from under any potential investigation.🐭

Sanford (the father) in the beginning is telling all his fancy friends, including the senator, how he will rebuild the Times Square area with legitimate businesses, classy entertainment, etc. He was instead running places that were the opposite, and I believe did have illegal activities like prostitution going on. It would've been a huge embarrassment to the family.
