Why didnt that zombie in the airport attack anyone before security?

When the dude who has the zombie mask on in the airport, and then the real zombie comes straight towards the governor (or whatever he was), eventually he attacks the security guard but why didnt he attack anyone beforehand there were loads of people walking around him!
