Do Degeneration and the other movies exist in the same 'universe'?

I'm new to the Resident Evil movies and I'm just wondering if the Degeneration movie can co-exist in the same universe as the other movies?

It never made any sense to me how the entire world could get infected, as shown in the live-action movies, and NO ONE did anything about it.

There's so much retardation in the live-action films it almost feels infectious.

But alas, I'm an equal idiot for continually watching the movies in hopes that something about them gets better, but they never do.
