at the end of the movie when claire was accusing Ron Davis and Leon appeared saying "WRONGGG" there was a flashback of claire talking to downing on the phone and a scene shows a public phone then suddenly claire came to a realization taht downing was the bad guy, whats all these about?

The implication is that Downing made the call not from the server room as he said he was going, but from the pay phone outside of the building (with the phone cord cut).
