ALL I know is that he is an up and coming South African actor.

He is indeed an up and comming South African actor, Neels van Jaarsveld. He had acted in local soapies, but is more famous for a brandy ad, and locally reffered to as "the eish guy", eish has a lot of different meanings in SA.

Yes, but what in particular does it mean in reference to Neels?

Looking at it again, NOTHING, Neels is just the actor in the ad, but locals lovingly remember him as the "eisch guy", for his local persona and down to earth personality.
