When Tappert and Wepper appear in this movie? I watched the movie but I didn't see them.

"Oiseau devant" and "oiseau derrière" is French for "bird front" and "bird rear". I haven't seen the movie myself but is there perhaps a character in the movie that is a giant bird that is comprised of two men in disguise (like maybe in a carnaval procession or something)?

I was aware of the translation but, having watched the movie, I have seen nothing similar to a bird.

Maybe "oiseau" here is a slang word. Maybe it means "traitor", "eavesdropper", "spy", "secret agent", "messenger" or something like that? I'm just guessing, my knowledge of French isn't that extensive, but I could imagine that the French have a metaphor that is similar to the English phrase "a little bird told me...". Or maybe "Oiseau" was the name of an organisation in the movie, and Tappert and Wepper played two members of that organisation? (By the way, the first movie was called OSS 117: Le Caire, nid d'espions, which literally means: OSS 117: Cairo, nest of spies.)

the word "oiseau" is aviation slang for "aircraft" (or "aeroplane", "airplane", "plane"). Maybe the two guys were present in a scene in an airplane (one in front, one in the back of the plane)? Or maybe they were dressed/disguised as airplanes (in a carnaval procession or something like that)?

According to several online references, the term "(le petit) oiseau" is French slang for a (literal) "penis" (comparable to "johnson", "wiener" or "little soldier" in English). But this doesn't help much in identifying the two actors' roles, I'm afraid.

Since Tappert and Wepper are German, and this movie deals with Nazi villains, I'd guess that they were at least cast to play German characters.
