Antagonist

Maybe I missed this on my (frequent) trips to go vomit during the movie, but was it ever explained why the bad guy wanted to kill a bunch of dogs and ruin the mission?

Y'know, yeah. Out of all the things wrong with this movie, this is what bothered me the most.
