The way I see it, the Eiffel Tower sparkled in his imagination symbolizing that he wasn't going to give up. Maybe time also froze to show he had all the patience in the world to achieve it.

But what was up with the riot police?

I thought it was some kind of imagination from Elias's minds because he is afraid of seeing the police in his journey.

I thought he made the police vanish but they cut a few vital seconds of the scene because it made the NWO nervous. The version I saw just doesn't make sense. Something got chopped.

The way I see it, sparkling Eiffel tower symbolizes the west, which is presumably the land of hope aka Eden. And Elias is still hopelessly chasing that dream.
Not sure about the police lining up; but perhaps pointing to the problems that prevent him from going back and make him only march forward where he may even know that the promised eden is only a magic gimmick.
