In Europe and in most of the world outside the USA, Obama would stand far to the right. There's nothing socialist about Obamas policies.
Socialism and communism are different. Socialists want to use the state as a tool to make society more just and equal. Communists on the other hand view the state as an oppressive Leviathan and struggle to abolish the it completely.
