Why German in Japan?


Why is the japanese airship labeled "Polizei" and the Tesla-apparatus with "Sekunden, Richtung, Winkel, Abstand, Zahlenwert" (Nikola Tesla wasn't German)? Are we supposed to believe in this alternate 1949 the Germans didn't lose the war and dominate science and technology worldwide?

Some say in this movie World War II didn't happen at all, but in the non-alternate timeframe WWII began in september 1939 with the invasion of Poland. A peace treaty in 1941 between Japan and the US (meaning the attack on Pearl Harbor didn't happen) would only keep out Japan and the US. Is a widespread war all over Europe and Eurasia not called "World War" just because the US and Japan didn't participate?



Well, since the movie is based on the novels "Kaijin Nijû Mensô Den" and "Kaijin Nijû Mensô Den: Seidô no Majin",
there has to be some extended background to the story.

Anyone read the source material and can enlighten the back-story?

I did suppose the war didn't happen but the Germans dominated in another way, maybe cultural and technological domination.
