I thought the reason why Lou Ferrigno talks that way is because he's partially deaf. Can he even use the phone in real life? And no way he'd ever pick up Sydney mocking him in the background with that hearing impairment.

Well, when we see him on the phone, he's leaving a message on Peter's machine so hearing isn't necessary. Presumably he can make calls but not receive them. And Sydney wasn't just mocking him in the background, he raised his voice towards him. Besides, much like vision loss, hearing loss can be easily corrected.
