Is this a) a joke or b) an overdone advertisement?
I'm assuming the former although it could be some kind of alchohol marketing.

shareObviously almost b) as I think is not overdone but brilliant.
It's and ad for Freixenet Cava (Sparkling White Wine, like Champagne but from Catalonia, Spain). Freixenet always makes an special TV campaign in Spain for Christmas. That used to mean a TV ad including world popular stars (most of the time Hollywood ones). For 2007 they changed the style with this gorgeous job for Mr. Scorsese and hid did a brilliant one.
Thank you - I hadn't read all the reviews so assumed it was a short film not actually an ad. As it was the latter it was so obviously one that seems, in itself, a criticism.
Myself? I've been watching Hitchcock for decades. I'd not be overly persuaded, having seen this, that Scorcese had ever actually seen one of his films.

A bit of both. Freixenet approached Scorsese about making a short film featuring their sparkling wine and Scorsese took the opportunity to make a loving homage to Hitchcock films as well as poking fun at his own interest in film preservation.
