Why did Esther wear dresses from early 1900s (or whenever)

If Esther wanted to pass herself off as a regular child, why didn't she dress like a modern one?

No little girl has worn those clothes since the 1930s or sooner. Even if wasnt a serial killer, I'd still find her odd and strange dressing like that.

I think because the clothes went better with the neck and wrist bands. She would have looked more bizarre wearing modern clothes with the bands still on.
