Is this even about Kemper?

I'm watching this right now on Showtime and, well, it says Kemper in the info bar but it's about this older man helping the police while moonlighting as a serial killer. Also it appears to be in modern times. Now he just helped out on a police stakeout. What the Hell is this!?
