Is awake for only 23 days every 23 years...

...but has enough time to soup up his truck with a heavily modified engine and incredibly elaborate booby traps? The engine stuff alone takes a mechanic up to six months of constant work and money to do that. Where the hell did The Creeper find the time to work on his truck in just 23 days, while also killing hundreds of people? My only guess is he happened to steal the truck from another serial killer, or has a team of dedicated lackeys who build his gadgets for him while he hibernates.
