Donation explanation for US senate


I don't remember if it was about when it exposed Africa was receiving a raw deal for producing tea (which consume a lot of water) or when the boy (now a teen in the film) spoke about water issues. But there was something about a diplomat going on US senate as they were concerned about Africa donations and he replied something along the lines of: for every dollar that we give we get 1.30$ back.

I'd like to know who said that and, if possible, a reference to the quote.
