Why didn't Harriett....

I wish Harriett had found a way to tell the authorities about Martin. Wouldn't this have prevented all of those deaths after 1966?

She was scared Martin would go after her.

It's the same conundrum with a lot of rape and abuse cases. The attacker will often exercise such violent power and threat over the victim that it will terrify them into submission, manipulating them into feeling guilty, disgusting, ashamed. And especially with Harriet as it went on for so bloody long, and with Martin living in such close quarters, she was petrified to risk worsening the horrific suffering even more so

I still remember the late 1960's and early 1970's in Germany (and assume it was not much different in Sweden at that time) and know from my own negative experiences that the authorities and even doctor's gave a s..t if you were looking for help and being under age.
They simply did not take you serious.

Fortunately things have improved since then, but IMHO Stieg Larsson created a very realistic description of the mid to late 1960's.
