This movie is a year old?

I started watching it from the middle because it was on the channel we were watching the night before. I thought to myself, "oh weird, I've never heard of this 80s movie." Even after 10 minutes of watching it I still thought this movie was a product of the 80s. You just don't see people in bear costumes anymore. Everything is CGI nowadays. But the low budget head for the costume is what made me think that this MUST have been filmed in the 80s when they didn't have the technology to make a head/mask look like it is ACTUALLY TALKING.
