That looks like modest ratings to me. It may not reflect well because Nick doesnt show this show the same support that they do with they're others. I wonder if Nick aired repeats of "The Troop" on it's network regularly if it would get more popular. Along with the fact of airing the show on Sat. nights again, instead of Saturdays 12:30pm est.
