I think this might be my favorite movie by him and I've seen just about all of them. The only other 2 that might be better are The Departed and Taxi Driver. This is easily better than Goodfellas and way better than Raging Bull imo.
shareShutter Island is memorable, and Scorsese had some impact though his atmospheric touches. But really the story is the star, not the movie. The acting and cinematography is great, but Scorsese likely just let the very talented people do their thing. (Scorsese's presence probably landed DiCaprio, to be fair.) So I'd say scorsese added more to make Casino a classic, imo.
More like a misstep. Like Bringing Out the Dead, this one seems out of place on Scorsese's roster.

I prefer psychological thrillers like this to gangster epics, but Goodfellas is the superior work - a groundbreaking dive into the world and psyche of gangsters, a history lesson told with incredible style, a tale of evil men scrambling around for petty riches while losing their souls.
