I don't get it

Why wouldn't the guy he let go, not report to the cops about the murders?

I think it is implied that Tony is lonely and will pretty much, being the naïve and loser that he is, will talk to anyone, including chavs or druggies who chances are, will usually be stoned or homeless and therefore, no one would believe anything they said anyway.

And people like that don't like to talk to cops for ANY reason, they were so mind-blown they probably couldn't remember much but his name. And those building look alike...it did seem implausible, however...but not totally unrealistic. Overall, I loved this film. I compare it to Henry:Portrait of a Serial Killer but after watching it twice I have decided this is a better picture. The main actor did an Amazing job. He really deserved some credit for the role. Cheers.
