I don't think most people associate either title or poster with anything "gay". The title comes from the fact that media described it as a special relationship, as not all diplomatic relationships are that close and significant to both parties. The picture is just two leaders standing in an office, and a hand on someone's shoulder is just a common gesture of friendliness, especially on the part of someone senior - politicians do that frequently. To me, the image just suggests that they had a relationship where they discussed things privately and not only in official situations.
shareI didn't get the feeling that it looked "gay". Their relationship was strictly professional, and political, otheerwise it would have made the news like the Lewinski episode.
