What was with the lack of villains?

I mean sure you had Killer Croc, and that was kinda a cool fight scene, but Scarecrow did nothing and Deadshot got wussed out by Batman, and there's the random Russians and Al Pacino gangster. I mean, no Joker? Riddler? Two-Face? Penguin even? Other than that, I thought it was a really mediocre collection, the only one I liked a lot was the first one because the way the kids interpreted Batman was a cool idea. But that's about it.

Well I always looked at it as Bruce's early years of being the Batman so most of the "freaks" haven't come out yet. If we consider this a prequel to The Dark Knight Harvey Dent is still Harvey Dent. Joker is in the background robbing as he did for the six months before The Dark Knight and Batman and Gordon didn't focus on him too much because they were more worried of the mob.

This is pretty much what happens in the first act of The Dark Knight. As for the others...yeah. I liked that the movie wasn't too much about the villains as it was about Bruce learning more about himself.

Plus the novelization of this movie, as I am reading it right now, does mention Ras Al Ghul, Carmine Falcone, and mentions Scarecrow a lot. In addition there is a little mention of Oswald Cobblepot towards the end of the novel.
