cindy had a brother and a sister. i guess in the rural areas where the extra field workers are needed to help out the parents extra children are overlooked by the authorities?

There are many exceptions to the one child policy.

Farmers, minorities and half-foreigner families all have lax or no restrictions for example.

There are also exceptions made in some cases when the first child is a girl or is handicapped.

Furthermore, in the case of the policy being actually violated the judgment is usually a fine and the loss of your job which is rarely a problem to already poor and jobless (or self-employed farmers) families.

why would an american need to know about china's one child policy in the rural areas unless it affected them? my guess is you, like most most people everywhere on the planet, china included, didn't know the information in the above response.
