DEA Agent in cuffs?

Don't know if anyone noticed it, but at the end when the dispensaries are getting raided by the DEA, there is a shot of an agent being escorted into an SUV cuffed. This is shortly after a protester in a red hoodie is also put into a car and it was never addressed. I couldn't tell if it was because it was someone posing as an agent or what, but the guy was wearing a full uniform and had to have two sets of cuffs on since he was a big dude. Anyone from LA remember hearing about fights having to be broken up during the raids or people posing as agents?
