Another plot hole

Not sure if this is a plot hole, but anyway:

Why did they need the webcam to see who the terrorists were, surely the sniper or police who were monitoring the situation in the tunnel could of taking a picture/recorded it and therefore could have identified them that way (and much quicker too)?!
