It is not that easy to spend dirty money, especially to pay off a bank loan. There has to be an audit trail for large sums of money because of anti-money laundering regulations.

I thought the bank manager recognised the 3 from their encounter in the days before the robbery, especially Sean bean's Yorkshire accent. It would stand out in the US and their meeting was highly unusual and he would likely remember them.

The cash payment did not exceed the value deemed "large" enough to trigger an investigation.

That's a pretty safe assumption. It's also safe to assume the FBI would investigate the robbery and would continue to investigate even if the entire amount was returned. Since the bank robbers left their fingerprints all over the place and didn't disguise themselves properly, they were destined to get caught - too bad that wasn't shown, which would have given CA$H a more realistic ending.
