As to the drug dealer/orphanage proprietor, showing the children happily playing football suggests to me that the orphanage was on the level. It would be a nice ploy to cover crime. Also to expiate the fellow's conscience. I'm also thinking that someone like Fullmer would have thoroughly investigated the establishment.

I'm also thinking that if there are actually some Fullmers running around out there some insurance companies really got tied in knots. And I'd almost be willing to bet that there are. It could be where Buschel got this story. The detective coincidence is either quite poetic or the reason that Rosow was hired.
