Not exactly. What it officially is, the "2" in the movie's title notwithstanding, is a prequel to a prequel-spinoff to a sequel to a remake. Chronologically speaking, The Scorpion King "2": Rise of a Warrior takes place in the earliest time period of Universal's remake-Mummy universe. The timeline basically goes like:

The Scorpion King 2: Rise of a Warrior.
10 years later.
The Scorpion King.
The Mummy.
The Mummy Returns (the prologue of which is set 9-10 years after The Scorpion King).
The Mummy: The Animated Series (loosely set in the franchise).
The Mummy: Tomb of the Dragon Emperor.

Any Buffyverse comic that's post-"Not Fade Away" is non-canon, my PoV says.
