is this an american show with nothing to do with the real K9 and doctor who universe ?No, it's an Australian show with the real K9 (although he 'regenerates' just after arrival), but no other apparent connections to the Dr Who universe (if you want, you can say that it takes place in one of those alternate realities that it's impossible to travel between - except for when the plot requires it).
