It seems as though he was holding back a bit. I think he should have yelled & screamed more.

I think the shouting was as much as can be expected for the budget. But there should have been some more visual amplification to really spice it up, like jetstreams of saliva hitting everyone around him in their faces.

He was so bad I felt bad for him. he is better when he is big and bad and says little.

"Tiny" was addressed as sergeant, captain, and then major all the time wearing a sergeant's stripes on his uniform. Apparently no military knowledge in this film crew.

I agree. You would think that just by chance, at least one person on the staff came from a military family.
