This was filmed in Winnipeg, MB Canada. You can see the filming location if you look at the credits here on IMDB

Under "Additional Details" most movies list "Filming Locations" but this one didn't, so I don't know how you figured Winnipeg.

I saw direct Seattle, and around Seattle, spots. Underneath the whole freeways going in and out of Seattle, I saw which I know are there lol. I'm just saying there are SOME spots at least in the movie where the movie is actually filmed in the Seattle/Puget Sound area.
