I'm sure an IRA man looks out of a window with his hand to is ear as if holding a small cell phone.
I know people will say it could have been a cordless phone, but I'm not sure they were common in 1982 or whenever.
If you mean right after Martin jumps out the window, I just re-watched that scene and there is no cell phone. The short guy to the right points his finger in a kind of weird way but he definitely has no cell phone in his hand.

He was 21 when he jumped out the window, and there certainly was mobile phones back then...though I never spotted in the movie
