Why didn't the teachers allow all willing students to campaign?

Was anyone else intrigued by the fact that Luo Lei's opponents were handpicked by teachers/staff?

At my public American High School that happened.

Really? That doesn't sound like the norm to me.

Its not the norm and it really bothered me at the time, but some schools do it regardless.

"You gonna bark all day little doggie, or are you gonna bite?"
