Was it supposed to look blurry whenever the camera moved around?

I kept noticing, especially in the first 45 mins of this movie that camera went out of focus a lot whenever it was moving or panning around to show different things. It would always get a little blurry. I was hoping to find out if my dvd was defective or if this was intentional. Did anyone else notice this?
