Who played the forger?

In the second episode when Billy is having a fake passport made and the police burst in, you don't see much of the forger but he looked to me like the guy out of Flowered Up's "Weekender" video, which tells the story of an E-head on a night out.

I know this is a really obscure reference, but can anyone help? Here's the Weekender video if anyone's interested (if not, you can see his face in the screenshot):
