Is it meant to have some moments censored with bleeps and blurs?


I have the Region 2 release of the series and was just wondering if the scenes with bleeps and blurs, some even pixellated... well, are they actually meant to be there? Like a sort of anime in-joke I don't get? (I know the series is full of in-jokes so I wouldn't be too surprised if that's the case).

Like the episode where Konata talks to her dad about, what I think is Gundam Wing but part of the title is bleeped or some comic sound effects are used instead of the full title name.. again, does this happen on other releases or is there something that didn't want releasing on Region 2?

Most likely in-jokes or avoiding (or thinly-veiled attempts at avoiding) referencing real-world persons or organisations, or negating the need for product clearances for copyrighted stuff (other manga/anime/etc). The method of doing this has become something of an anime in-joke itself from the mid-2000s.
Many 80s-onwards anime series use, for example, 'Goadyear Tyres' on vehicles or 'SOMY', 'Haticha' or 'Matsubushi' electrical products in order to avoid potential legal issues.
One of the best examples of fan service/nudity censorship manipulation was in FMP:Fumoffu`s ep.9 "A Goddess Comes To Japan Pt.2:The Hot Springs", wherein the writers/animators deliberately animated a scene featuring 4 out of 5 nude female characters in an open-air bath whose, er, naughty bits are shielded from view in ways similair to a scene in Austin Powers 2 (items in foreground obscuring parts of rest of shot, steam or soap suds strategically positioned, etc.), to genuinely hilarious effect IMO.
