Can you create your own characters?

On Rock Band 2 for the Playstation 2, can you create your own characters? I know you couldn't do it for Rock Band, but I don't know about the 2nd one. Also, if you can, answer the same question but for Guitar Hero: World Tour as well. Thanks...

I don't think you can for PS2, but you might get an XBox 360 or something for Christmas so you probably won't be left with that outdated console anyway.
