What is it about

It's the second season of "Higurashi no naku koro ni" which pretty much answers all the mysteries of the first season... you have seen the first season haven't you? if not it's about a village called hinamizawa where strange deaths happen every year at the Watanagashi festival(Cotton drifting festival)different stories about hinamizawa are told through different arcs that always contain the same cast of characters and always revolves around watanagashi festival. Well if that didn't help I suggest looking it up.... or you know, watching it.
