I think he is the most evil and disgusting of murderers that I can think. But I don't think Most Evil ever mentioned him in any episodes. Am I wrong?
He's the guy who murdered, raped and ate children. He then wrote a letter detailing the disgusting crime to the parents of one little girl.
Yeah, Fish's crimes were so thoroughly wicked and monsterous I almost don't have the stomach to read about it. Torturing and murdering children is perhaps the strongest correlator to evil, in my book. There is no punishment or retribution strong enough to silence the suffering that that little perversion of humanity exacted on this earth.
