God of war 3?

Is this going to be god of war 3 or just a side game?

It's a side game for the PSP.

It's supposed to act as a bridge between GOW II and GOW III.

Actually it's going to be a prequel. God of War: Betrayal was a bridge between God of War I and God of War II. I don't think there will be a bridge between God of War II and God of War III.

It takes place in the 10 years before God of War I, during Kratos' servitude to the Gods. So yes, it's a prequel.

GoW III, however, although not offically announced, has been talked about on a few occasions by David Jaffe. They've definitely started developing it and the story. He's already passed his ideas, stories, and concepts over to Cory Barlog (the director of GoW II), so Cory can keep what he likes and doesn't like and his team can get started on it. This was months ago when he said this, so it's been in development for awhile now.
