Yeah, you're right! Now that I think about it! But this film (2008) is more "our generation's" "Enemy Of The State" (1998)!

There are threads saying it copied I Robot, but the one it most reminded me of was Enemy of the State. What's more Caruso appears to have modelled his directorial style, very much on Tony Scott.
