And really they just want her to pull her top up as much as they can where they don't have to draw nipples, because they clearly aren't allowed to show nipples, animated as they may be.
Judging by the way they draw Fry's nipples, though, you'd be very disappointed if they did show Leela's.

And as far as I know, you can't remove the bleeps. Nipples and uncensored swearing would probably fly on the DVD but when it came time to air the episodes on Comedy Central, it would raise some issues.
Also, let's be honest... the appeal with buxom cartoon heroines like Leela/Amy is not seeing the details, but having some small part left to the imagination. If they actually showed one or the other naked, it would be somewhat disappointing when you realized it's just some horny animator's pencil sketch.

For that matter, the regular episodes of South Park have shown nipples -- so what?
