Was this made in 2008 or 1988?

This looks like one of those late 80s/early 90s films like Little Monsters where the kid has strict parents and gets bullied at school just like in the films from that era. It sure does have that late 80s/early 90s vibe to it. Figured this film would be more like Halloweentown or Hocus Pocus since those films were made in the mid-late 90s and early 2000s. I don't like the way young boys were treated in films during the late 80s and early 90s in contrast to girls.
